add user documentation on geofilters

This moves the end-user documentation for geofilters from the castellum repo to the documentation. While I think this is a good idea in general, it doesn't quite fit into the current structure (e.g. it introduces two additional levels of subheadings).

I propose to merge this now and refactor the docs on recruitment settings later.
