otherwise docker-compose up won't work on a clean install

dependencies have already been built with the docker image, also
development files are intentionally missing at this point

The python3 image installs things to /usr/local. Uwsgi-python3 from
alpine then installs its library (and another python3) to /usr, which
ignore anything in /usr/local/lib/py*/site-packages.

We expect heterogenous LDAP setups. Using just a few environment variables might not be enough. So
for now we stick with the simple example.

To activate ldap settings, you have to set LDAP_ENABLED to true. Unless you
set the environment variables to configure ldap, the defaults are used.
